Subnet Routing Question

I have a class C (199.171.28) that my network is on, including both
portmasters. I have another class C (199.171.29) that has a subnet
of 240. One of the networks on the subnet is assigned to someone who
has a dedicated dial-up line on one of the portmasters. I assigned
the addresses thusly:

The IP address he is assigned for the PM interface is 199.171.29.225
His network consists of 199.171.29.33-199.171.29.46

I tried adding static routes like:
add route 199.171.29.33 199.171.29.225 1
add route 199.171.29.34 199.171.29.225 1
etc.

But the only thing I can ping is the 225 address.

Someone suggested I add:
add subnet 199.171.29.33 255.255.255.240

but that doesn't seem to have helped.

My customer is losing faith. Any assistance is most gratefully
accepted.
