(PM) port-error disconnects

Anyone else seeing abnormally high "port-error" as the
disconnect reason with 3.9b27? How about with 3.8.2c4?

I got a call from a user and when I searched the radius
logs I found the port-error disconnects increased an order
of magnitude after I upgraded from b22 to b27. It is the
same few customers over and over. I called one of them to
inquire and he also reported disconnect problems starting
the day I upgraded. Both users have Gateway Telepath modems.

I've gone back to b22 for the time being.
