(PM) new PM3 install

Setting up a new PM3 and trying to get the line0 and line1 to come up so we
can dial in for terminal access and when I show modems they all show the
status as INIT. I have never ran across this and I cannot find reference to
it in any of the manuals or the website. Any one have any ideas?
I have rebooted, turned the modems on and off, everything I could think of
but nothing.
