(PM) OSPF with Cisco router stuck in "loading" state

Hello,

I am having a very strange problem with OSPF talking with Cisco routers.
OSPF between my PM's is working fine and OSPF between the Cisco routes
works fine.

But, OSPF sessions between a Cisco and a PM always get stuck at the
"Loading" state.

In the example below, the neighbor 209.183.195.67 is a PM2 and the neighbor
209.183.195.1 is a Cisco 3640.

The exact same thing happens on my PM2.

The weird part is that the routes DO get exchanged between the Cisco & PM's
in this situation. But, if I remove the PM2 from my network, leaving just
1 Cisco & 1 PM on this segment, the routes DO NOT get exchanged between the
Cisco & PM. The DO showup in the links table though ("show ospf links")

Oh, one other note, the Cisco's always show the OSPF state with the PM as
"Full".

This all became a problem when we decided to move a PM to a POP with no
other PM's, only Cisco's.

I've now tested this with 3 different COM/os versions (3.7.3, 3.9b12,
3.9b27) and 3. different Cisco routers, each with different IOS versions
(11.1, 11.2, 12.0). Same results everywhere.

Oh, these OSPF sessions are always over ethernet. We normally use switched
ethernet, but we've tried a dumb hub (to eliminate switch issues) and got
the same results.

Any suggestions would be greatly appreciated.
