(PM) (PM11) Modem won't answer

I'm trying to set up an old PM-11. As far as I can tell, I have everything
set up properly, almost. The problem is that the modems won't answer. The
modems themselves work properly, and I've tried two different brands to make
sure there wasn't any incompatibility problems. The modems will respond to
an incoming call, but won't connect. I imagine that the problem is that I
have something configured wrong on the PM-11, but I don't know where to look.
I've exhausted everything I could think of. I'm hoping it's something
painfully simple that I'm overlooking. Could anyone point me in the right
direction?
