Small correction. The No Charge servers do honor it but honor it pre the
RFC. This attribute per the RFC has nothing to do with how many times a user
can log in. Now that said many RADIUS server (including the commercial Lucent
ones) may use this or other attributes as a way to limit concurrent
connections across multiple NASs or within a single NAS.
