It's rather simple. 3.9b8, the previous public release had the same
modem code as 3.8.2. Then, new modem code was released in 3.8.2c2. That
new modem code has now been incorporated into the 3.9b tree.

Modem Code Equivalencies
------------------------------
3.8.2 == 3.9b8
3.8.2c2 == 3.9b9

Compare the 3.8.2c2 release note with the 3.9b9, specifically the
'Bugs Fixed' section. Notice how they are exactly identical. :)
