Have you tried using a dialup async connection from the same NT workstation?
When you say all service packs installed I assume you mean SP5? Have you
tried reinstalling this, I have seen similar behaviour on a machine with SP3
installed but some software installed subsequentely.

Microsoft seem to make a habit of breaking Server assigned DNS in Windows
NT. Usually it results in obscure error messages like error 629.
