(PM) help! unbearable retrains and disconnects

Hi, I have a PM3 running ComOS 3.8.2c2 and we are having LOTS of users
complaining of frequent disconnects (every 15 minutes for some) and low speed.
They will typically connect at a high speed (50666, 48000) but after a while
will be down below 28800.
i have checked my config but can't figure it out. i have included the results of
"show line0" as i don't know if any of the stats are abnormal...

any suggestions would be greatly appreciated.
