(PM) Dialbacks - what do these messages indicate?

Greetings,

In our continued quest to establish a dedicated ISDN connection from our PM3 to a router - in this case a netgear RT328 - we're now seeing this:

I'm a bit too green on the lingo to decipher this message, someone indicated that it was a telco provisioning error. Could someone shed some light?

Basically I'm going from a PRI (it is two way) connected to my PM3 to a BRI connected to my BRI at my house (for testing purposes).

Any info would be helpful. Thanks!
