(PM) Help, my PM3 is assigning its own IP address to users

Anybody have any clues as to why a PM3 would be assigning its own IP address
to ports when users log in? First noticed it yesterday, rebooted thinking
that this would solve the problem... but it has not.
I'm running comos 3.8.2 and have two PRIs on ATT-5ess switch. Any help is
appreciated.
