(PM) CCP_RESET_REQUEST

I've just noticed a user piling these CCP_RESET_REQUEST's through our PM-3,
and it makes it real difficult to read the 0x51 output. ;)

Received CCP_RESET_REQUEST on port S3 of 0 bytes containing:
0e 0d 00 04
Received CCP_RESET_REQUEST on port S3 of 0 bytes containing:
0e 0e 00 04

etc, etc, ad nauseum.

Ran it through DRING, which returned this:

Received CCP_RESET_REQUEST on port S3 of 0 bytes containing:
0E 0D 00 04
Packet Info: Code: 0x0E, ID: 0x0D, 4 bytes.
History Number: [0x] (RFC1974)

and looked up RFC1974, which is the PPP Stac LZS Compression Protocol rfc,
which had info on the procedures for ack-ing these requests, but it didn't
look like there was much two-way communication going on between this modem
and the PM-3, just an endless parade of reset requests received by the PM-3.

This user's connection wasn't real great looking to begin with (24,000), so
is this just a function of trying to do STAC over a crap connection, or is
there something else I might want to be concerned about. This user was gone
before I could capture any more info, and I'll try to catch them the next
time, but I was just wondering if anyone else had seen anything similar,
because it was new to me.

PM-3, 2 T-1, B8ZS ESF (finally!), ComOS 3.8.2c2, and the STAC card.
