(PM) T1 Pri ISDN line

I was just looking at the modem troubleshooting page of Livingston
and mentions checking your T1 list and seeing the receive levels
are between +2dbB and -15dB. On my system it show:

Receive Level: -15dB to -22.5dB

Can anyone tell me if this is bad and where I can get the details of
what I might need to do to fix it?
