(PM) Modem slow-down with 3.8.2c2

Has anyone else recieved any "calls" from customers that their connection
speed has decreased after upgrading to 3.8.2c2? I've noticed that some of
my higher-speed users (49k+) are now connecting at 31K to 33.6K. I will
have to find out what kind of modems they are using, but it sure seems odd
that the upgrade would reduce their connection speed. By the way.. they
WERE consisantly connecting at 49k and now they are consistantly connecting
at less than 33.6K
