(PM) Disconnect status?

We have a number of modems which constantly show LAPM DISCONNECT or CIRCUIT
DISCONNECT. They appear not to change from connection to connection, even
resetting the modem makes no difference.

Does this mean that they are constantly disconnecting with the same reason
or is there some sort of bug in ComOS that means once you get a non-normal
disconnect reason it stays in the disconnect field?

Or is this in fact the specified behaviour?

I'm slightly worried because we have a number of users who say they connect
fine most times but occasionally get what they consider a "duff" modem. I'm
wondering if the modems which constantly show bad disconnect reasons are
actually dodgy?
