His pools are not colliding. He has something like this:
PM3#1: 207.87.254.188 - 207.87.254.233
PM3#2: 207.87.254.234 - 207.87.255.23
PM3#3: 207.87.255.24 - 207.87.255.69
In this example, PM3#2 has a pool that includes 207.87.254.255 and=
207.87.255.0.
Personally, I'd just rework the pools assigned, and make sure no pool=
includes
those problematic addresses.
