(PM) Speed limiting of Hayes OPtima

Excuse the question but I don't know if there is a Hayes Optima List or not.

I have a Century 16 Modem rack, with Optima 288R, V.34+ FAX modems in it.
I am connected to a PortMaster 2eR.

My dialup customers using this connection are getting 26.4 and 28.8
connections but nothing better.

Is there a way to limit the connection speed of the modems with a register
setting? I know there is with USR modems but I haven't had that much
experience with the Hayes modems. I need to check to see if the setting is
limited to 28.8 or not.
