Yes the modems effectively won't answer, BUT doesn't pass the info to the
telco that it should busy that line.
it has been discussed a few days ago...
sooo, once all modems are freed you could pull the line0/1 out and/or
set line0/1 loopback on ... or just do what I do and upgrade it live and
power cycle...
