(PM) Modems all busy.

Hello,
I have 4 E1 primary rate services connected to two PM'3s. While upgrading
to ComOS 3.8.2c, i set all modems on the first Portmaster to "lastcall"
status, leaving aprox 30 modems available on the second PM3.

After doing this, people dialling into our service were getting an engaged
or busy tone even though there were 30 or more modems available, and line0
and line1 on both PM'S were up.

Any clues ?
