I am dialing from my PM3 to a vendor's modem bank. I am not using a dial
out location to do this because we are using a Unix program that connects to
a modem port on a PM and makes this connection to the PM look like a Unix
TTY device, which can then be used by a program to dial out with AT commands
and connect to the vendor's service.

You said to a "vendor's" modem bank. The pm 3 has built in modems. You are
talking about the built in modems right? Your email is a bit confussing.
Not sure why you need the AT commands, you can set the necessary dialing
location parameters you need, e.g. phone #, username, password. What else do
you need?
