(PM) USR modems not connecting with ComOS3.8.2 - need init string?

Does anyone know the init string to send to USRobotics modems to tell them
to connect at 33.6 and not try V.90? We have scores of users who are
trying to connect to our ComOS 3.8.2 PM-3 with their USRobotics modems and
they report one of two problems: (1) can't connect or (2) only connect at
21K +/- and occasionally can't connect. They also report that the modems
spend "a long time" screeching and squawking at each other before (and if)
they are connected. Now, I know that we might be able to fix this with a
v.90 flash upgrade to their modems, but there are also reasons why this
isn't the answer... Customers say "I just bought this new computer and it
should work!" , "It works with AOL", or worse yet, you provide a customer
with a CD with the fix and they say, "does the shinny side go up or down?"
=)

If we could just turn these stupid modems down to connect w/o v.90, life
would be easier. <grin> Any advice/help is appreciated.

Thanks!
