Well, a BACP server tells the client to open an extra connection and
it _also_ tells it which phone number to use. A PM3 uses the directory
number set on the port, or if it is empty it sends the called-station-id.

Now we use a Telco that doesn't send the correct called-station-id, and
because we have VPOP service, the phone number can be any of 30 different
ones. If we send the wrong phone number the client cannot connect or will
pay long-distance rates. So BACP just doesn't work for us. And we're not the
only ones - a lot of ISPs in .NL face the same problem.

The solution is to set the the Phone-Delta to 0 in the number returned to
the client. RFC2125, Paragraph 6.2: Phone-Delta. The Unique-Digits suboption.
That is _much_ smarter, easier, and more compatible than what the PM3 does now.
