(PM) Various modems not connecting with ComOS3.8.2

I've tried some initilization strings, but most were no luck, if anyone
has any suggestion on the following modems as to how to get them
connected, it would be greatly appreciated. Most of these customers are
out in the boonies, and I understand how that could be a problem, but some
people with 56k modems do connect at speeds higher than 44k. We've went
through and re-installed Dial Up Networking, and TCP/IP Stacks, so we know
it's not that.
