The DTR is probably following DSR and getting reported as such. Are people
getting booted off when they dont want to?

Sure you can do a couple of things. You can turn on PPP debug and watch
that during negotiation. You can check the syslogs or radus logs to see
how the disconnect took place, or you can set filters that you can then
ppptrace.
