Our PM4 has been performing pretty well. Only a few glitches, suprisingly
related to early hardware failure (had to replace the chassis one for a
problem with the ATM backplane and had to replace one Quad-T1 modem card
for modems that kept dying). All other problems we've had seem to be
related to those two pieces of hardward.
As for the ISDN-only cards, they do exist, and we're running three of
them. They're significantly cheaper (of course, they're sans DSPs), and
seem to perform just as well.
