You'll note that I've summarized this thread "a bit" in the quote.

I attended an Adobe dog and pony show last night at Seattle Mac dBUG.
I mentioned to two of my Microsoft Product Manager friends who were
there that there was a firestorm in this list over Windows Outlook
Express. Eyes rolled, etc.

It appears that Outlook 2000 will actually fix some or most of this
(if we survive until 1901 or 1902 when it's delivered). [Outlook
Express for the Mac is a different code base entirely, and works
pretty well. While it, too, foolishly ships with HTML mail enabled,
the darn stuff at least seems to stay turned off after it is turned
off once.
