I'd try an extended ptrace on the PM to see what is thinks it is sending.

What it SHOULD do is:
Primary
3 second wait
Primary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
Primary AND Secondary
3 second wait
timeout and giveup

It will only try the secondary if it doesn't get a reply from the primary.
