Monitor his connection the next time he dials in with `set debug mdp-max'.
Among other things, this will show you if his modem is renegotiating or
retraining frequently. It's also possible that his upstream speed is
horribly low.

Either way, throttling the connect rate down a bit can help. If it's a
retrain problem, you can set s13=64 to make it less agressive about
retraining.
