Another important factor to consider is that the act of monitoring the cpu
whether active or passive takes considerable ips away from the cpu. Maybe
they [Livingston] felt it was not worth taking time away from the CPU to
monitor it.
Having said that, I cannot tell you how many times I have been asked, "How
do we know if our portmaster (particularly the 2eR) is getting maxed out?"
