Re: (PM) enforcing idle-timeout/blocking ports

I finally got tired of campers sitting on line all day--connect in the
morning, then go to work without disconnecting, while all the time
POPping for mail every 2 minutes. I thought about doing session
timeouts, but I figured that it might annoy our more legitimate users,
especially if they were in the middle of a large download or something.

Anyway, this got to the point that my lines were filling up resulting in
busy signals, even though we were at about an 8:1 user to modem ratio.
I finally decided to change our dialup plans to handle this. Here's
what we do now:

$10 per month - 10 hours, $2 per each additional hour
$15 per month - 20 hours, $2 per each additional hour
$25 per month - unmetered hours
$140 per month - unlimited dedicated account

We specify that "unmetered" is not unlimited. It does not allow for a
free run on the network. It simply means that we don't bill based on
time spent online. We also specify that the unmetered account is
limited to no more than an average of 8 hours per day over a one-month
period of time. If they go over this 8-hour average, it is considered
abuse. We provide a web page/cgi script so that customers can check
their current usage. If an unmetered customer goes over an 8-hour daily
average for the month, we send them an e-mail message warning them that
they need to decrease their usage or upgrade to the unlimited $140
account. If they go over again, we send them another message stating
they need to contact us within 5 days. If we don't hear from them, we
turn off the account.

I was worried when we went to this plan that it would upset some users,
but we didn't get a single negative comment. The campers quit camping,
and we actually got a lot of positive feedback from users who suddenly
realized that they weren't getting busies anymore. Most people just
said that anyone who spends more than 8 hours per day on the Internet
needs to either get a life or get an unlimited account.
