I suspect one reason for ISDN users being easier to support is that they
don't use V.90 or any analog modem technology which is dependent on things
like line noise, digital padding and AD and DA conversions.
Nowdays, ISDN technology is actually simpler than current DSP modem
technology. You would think that is would be cheaper but there is still a
lot of pots lines out there. What is currently in place is always cheaper
than new technology. (I use "new" being relative to "pots". ISDN is not
"new" in technology terms.)
