the closest would be tsmon where you'd have to set up something to change
the number of open lines before kicking... hmm, but then again maybe you
don't want that, since you'd probably want the current people to stay
online?

the other option is to use some of the pm utilities like pmcommand and
cron or AT a job to set modems to off, to disable them.
