(PM) IRX capabilities

As a followup, we had been having packet loss problems in the evening when
usage was heavy. We had a T1 to C&W, and a T1 to the statewide BA FR
network, on an IRX-114.

We were also getting S3 DMA buffer full messages, and some others such as
net: Bad wanted xxxx, got xxx. No errors on the CSU/DSU.

It was about 200 days of uptime, so we rebooted, just to make sure things
weren't getting flaky on us. No difference.

As soon as we unhooked the C&W line from the IRX-114, and put it on it's
own IRX-114, things cleared up for the most part. Not perfect, but a LOT
better. The C&W T1 pushes 600-800 kbps in both directions simultaneously
during the evening. The FR line does about the same. We still get a few
buffer full messages on the new IRX-114 and C&W T1, but the packet loss is
next to zero.

As a result of this situation, I'd be hesitant to use the IRX for more
than half a T1's worth of random bidirctional internet traffic.
