(PM) Call Waiting

At the risk of muddying the waters, I have a question someone might answer.
Since we went to the PM3 and CT1 lines some of our customers call waiting
don't kick them off the line like it used to so they don't get thier calls.
Of course hardly anyone else ver gets dropped either but I was just
curious if anyone has an explanation for this? Just wondering
