continued (PM) NEW PM3 won't connect at 56k speeds???

Still having trouble getting 56k connects to my new CT1/PM3. I called
Lucent and they connected at 44k, 48k, 50k, from California. So we
determined that is must be the Padding. I called Ameritech to find out
what the Padding was, they told me 0 db. So upon the advice of Lucent
Tech Support I told them to set it to negative 3 db. I cannot seem to
get the telco to do this. They say this require massive engineering,
money, etc.. blah, blah, blah... The switch is Seimens. I would imagine
this is a software problem? What should I do to get them to adjust the
padding?
