If the BRI does not roll over and you dial the first number then you will
get a busy. You can try reversing the numbers on the PM side of the
connection. This would have the effect that if the OR dials and then the
PM diales you will get the second channel on the OR. Not sure if this
will get what you want though as I've not tried it but you may want to
give it a shot.
