(PM) strange after connect winsock stalling

I've seen this problem for some time on and off but I haven't really looked
into it much. Figure I'll post it here and see if anyone has seen this and
knows a fix.

It seems sometimes after PPP connect that the first time a connection to a
remote service is initiated it wont connect. For instance, dial up, load up
web browser and try to hit a site. It just sits there, if I hit stop and
reload the page, it goes right through, and is fine for the remainder of
the session. The same can be seen with any client apps such as mIRC, FTP
clients, etc. For instance to test it out.. I connected up, tried to get on
an IRC server, it just sat there. Cancelled it and loaded up a web browser
and that went right through. Disconnect. Connect up again, try to hit a web
page, it's stuck. Hit STOP in the browser and load up the IRC client and it
connects right up to the server. It seems that I can use any client app to
"unlock" winsock/PPP or whatever is getting stuck. I'm not sure what might
be causing this. I've seen it happen on my home machine before, and a
couple customers have had the same problem. It's just not an across the
board problem. Any thoughts?
