(PM) Call Blocking Per PM?

Currently, we have a PM2 and a PM3. We use the PM2 for all connections up
to 33.6, and our PM3 handles 56k-ISDN connections. However, our 33.6 users
can still dial into the PM3 and connect if they know the number, and some
do. What I'd like to know is if there is a way to prevent a certain class
of users from connecting to the PM3 without having to create a seperate
radius server for the pm3?
