(PM) Win95 DUN MP too slow

Using Win95 Dialup Networking doing multilink PPP with two 28,800 modems,
the overall throughput is about 9Kbps, yes bits. Dialing in with a single
modem yields around 32Kbps. I've seen post about this problem and have
search the archive bit haven't seen a solution.
