We've run into this quite a bit, we have them do the following in order:

Remove all the installed network components in the Network Control Panel,
Click OK

Do NOT restart.

Open Add/Remove Programs, click on Windows setup, open Communications and
uncheck Dial-Up Networking.

Click OK until your back to the control panel.

Do a shutdown and power the computer off.

Restart and reinstall Dial-up Networking and the network components and it
should work fine.

Also, make sure they don't have multiple copies of TCPIP installed.
