The rule of thumb is the closer to zero the better the receive level
is. Your levels seems to be fine and are not uncommon.

Try 3.8b13 it is from what I have seen far more reliable than any
other release currently out. b17 has many problems, v34 code
terrible and connection issues bigtime. b15 IMO wasn't any better
and had issues of its own also.
