(PM) Modems won't disconnect

We have several users who cannot disconnect from our PM3's. We have
tried many variations on Init strings. It happens on all platforms and
so far with Global Village, USRobotics, Supra and Zoom modems.

The symptom is that the user disconnects by whatever appropriate means
are available. The PPP software may or may not acknowledge that the
connection is severed, but either way the modem stays online. They
cannot re-connect until the modem is reset or power-cycled.

Has anyone else seen this? I have no idea where to look other than the
Init string, and have had no luck there.
