(PM) 3.8b17 reported speeds

The 3.8b17 release notes list this fix:

> * Channelized T1 no longer reports a 50Kbps connection when client
> reports 48Kbps.

I have 3.8b17 on my only CT1 box, and it still reports 50k when my
Zoom reports 48k.

The PM also still says 50k if the Zoom says 46k. If the Zoom says
something less than 46k, the PM says 4k higher.

These are for sessions where I connect, log in as !root, check the PM
speed report, and then put the modem in command mode with +++ to view
the at&v1 output, so I see what the modem says the speed is both
before and after seeing what the PM says.

Modem is a Zoom dual mode, ati3 is V2.081-K56_2M_DLS-D Z201
PM3/3.8b17 CT1/AMI/D4 (trunk side) from a DMS10.

HOWEVER, using a (Lucent-based) Hayes Optima, the modem and PM agree
on what the speed is.

When I use the Zoom to connect to 3.8b17 PRIs, the Zoom and PM agree
on the speed. (I left 3.8b17 on my test/special PRIs.)
