I've gotten different answers from different people.

BellSouth special circuit installation guy: of course we provide clock
signal on all your point to point circuits.

BellSouth central office T1 repair guy: we never provide clock signal on
point to point circuits.

BAT tech support: telco has to provide clock signal on point to point T1's
unless it's just a dry pair.

We run everything assuming the telco provides clock signal...and it works.
