It's not rare, it is normal. Telcos do not provide clock on raw
(non-frame) lines.

If you are getting a digital service from the telco, such as frame or
dialtone, that service is clocked, and the telco sends you the clock
so you can synch to their service.

If they are providing only transport, you provide your own clock at
one end and use it at the other. If you're using the T to connect a
pair of channel banks, so the original signal is analog and has no
inherent timing, you don't need to synchronize the two directions and
can transmit independent clocking at each end. Older channel banks
used to do this as the norm.
