If I read this right, I may not as it is getting late, you are
telling your IRX to send all traffic that should be sent across
the FR line down ether0. Try getting rid of the static route for
207.206.180.17. Since .17 is the other side of the FR line it
should be reachable over frm1 and not ether0. This IP should be
covered in the 207.206.180.0 route.
