(PM) what happens when pm3 is missing cards?

I have some sites where only 1 pri is in a fully loaded pm3.
I want to remove some cards ( all are 10 modem cards ) from these
chassis buy a chassis and put the cards being removed into the new
chassis so it can be used in a site that has a new pri going in.
Since all these sites are remote are there any downfalls to
removing cards and putting in other chassis? What happens to a
unit that has two pris going in but has only has say 40 modems in it?
Does it perform erratic?
This all sounds doable but i want to make sure before i venture out.
