Again - IF IT IS A TRUE DOSBS CALL, THE PM DOES NOT SEND MODEM TONES.

If you are hearing modem tones, then the call is not appearing as a DOSBS
call to the PM-3. Period. The first thing the PM does is look for HDLC
which would indicate it is DOSBS. If that is absent, then the DPS tries
to answer it like a modem. You only hear modem tones if it has FAILED
DOSBS.

I've personally worked with and talked to people doing DOSBS, and I know
that testing was done internally for it. It works. If it is not working
with this particular unit then either the 3Com or the lines are at issue.
On top of that, a repeating thread on the usr-tc list has been ongoing
problems with DOSBS on 3Com/USR gear.

You might try asking around over on that list.
