(PM) netmask and asymetrical transfer rates

A quite while back last year I installed ComOS v. 3.7. I have never
understand why can I enter subnet mask 255.255.255.240 into a dial-up
user profile, but when that particular user logs in, the port reports
Netmask: 255.255.255.255. Why is this?
I started to look into this problem now because users with this subnet
mask (255.255.255.240) are experiencing problems with the transfer rates
when getting files from the server behind my router (PM II-ER 4MB RAM),
but not when transferring files into that server. I have also one client
with nailed - also ISDN - connection who does not have network subnetted
(they use netmask 255.255.255.0) and they do not experience this problem.
