Make a loopback plug. 8-pin plug (or jack to substitute for PM end of
cable) Short pins 1 to 4 and also 2 to 5. Plug it into the T-1 towards
telco and ask them if they can see that loop. If so, trouble is probably
in the PM3. If not, trouble is with telco.
